2021 Tax Sales
An informational packet on the tax sale process is available for purchase in the Tax Collector's Office, Room 105, Norwalk City Hall, for $25. The packet includes a list of the properties, the state statutes governing tax sales, and an explanation of the tax sale process. This packet is meant to answer frequently asked questions about tax sales, and to guide potentially interested bidders in preparing to participate.

Absentee Ballots
Absentee ballots and applications for same are handled by the Town Clerk not the Registrar of Voters. In certain instances, voters are entitled to vote by absentee ballot. These are described in the Absentee Ballot Application Process issued by the Secretary of the State.
Advanced Traffic Management Systems
The City of Norwalk is actively pursuing the expansion of the existing Close Loop Traffic Signal System into a fully integrated Advanced Traffic Management System (ATMS). The goal for the City of Norwalk ATMS is to provide effective traffic management and improve public safety and security with the use of appropriate devices that provide the ability to monitor and control traffic flows, detect incidents and inform drivers and the general public of roadway conditions.
Animal Control
The Norwalk Department of Police Services oversees the city's Animal Control Program. The Animal Control Division enforces local laws pertaining to the keeping of dogs, cats, and other animals. In addition, it supervises dog adoptions when pets are not claimed by their owners. We do not house cats at the shelter

Beach & Shellfish Information
The Health Department monitors beach water quality weekly between Memorial Day and Labor Day. The laboratory staff measure the quality of the beach water using an indicator bacteria (Enterococci), as set forth by the CT Department of Environmental Protection and the CT Department of Public Health.

Land Records Search
Free online access to search the land records data and images is temporarily allowed during the time access to City Hall is restricted due to the COVID-19 outbreak. The Town Clerk may at any time resume the requirement for subscription only and paid access to search. The town clerk records and keeps permanent documentation and indexing of all transactions. Land records are open for public inspection during normal business hours. Recordings are not taken after 4:15 pm.

Personal Property Declaration

Restaurant Ratings
The Norwalk Health Department uses a rating system to provide the public with information on the sanitary conditions of food establishments. Ratings are provided for inspections conducted over the previous year. Ratings are only posted for class three and class four establishments.

Special Events
“SPECIAL EVENTS” are a form of Public Gathering, and as such, they are subject to Chapter 88 of the Norwalk City Charter. All Public Gatherings (and therefore all Special Events) require a License to be obtained in advance from the Norwalk City Clerk.
Sportsman License
Licenses to hunt, trap, fish, or any combination of these are issued through the Office of the Town Clerk. Applications, regulations, and explanatory booklets are available during regular business hours. Persons who are over 65 years of age or handicapped may qualify for licenses at no charge.

Street Vending Permit
Pursuant to the City of Norwalk Code Section 77.1-77.13, Street Vendors are required to obtain a street Vending Permit from the City Clerk’s Office prior to receiving the Health Department Permit. You may incur a fine and/or have your vending business shut down if you do not conform to the permit requirements.

The main goal of traffic calming is to reduce vehicle speeds and cut-through volumes through residential neighborhoods, providing livable environments that are safe for pedestrians and bicyclists. Reduced vehicle speeds can mean fewer, less severe collisions, especially when an incident involves a pedestrian. Traffic Graphic Program
The Norwalk Traffic Graphic program is an ongoing public art project administered by the Department of Transportation, Mobility and Parking (TMP) in partnership with the Norwalk Arts Commission. This program was created in 2010 to bring art to the public via traffic boxes in Norwalk.

The Signal Section consists of a Traffic Engineer, Traffic Supervisor, Traffic Signal Technician, and Traffic Signal Mechanic. In addition to the regular traffic signal operations, the Traffic Supervisor and his crew have taken over maintenance of the equipment being installed as a part of the Advanced Traffic Management System (ATMS) for the City of Norwalk.

Signs and Marking Section consists of Traffic Supervisor and two Traffic Maintainers. The Signs and Marking Section manufactures, installs and maintains the traffic signs for all roadways under the jurisdiction of City of Norwalk. This Section also manufactures signs for other departments in the City. This section also provides roadway striping for some of City roadways.

The Norwalk Water Pollution Control Authority (WPCA) oversees the operation and maintenance of an extensive sewer system that includes 180 miles of pipeline, 22 pumping stations, and an 18 million gallon per day (MGD) advanced secondary wastewater treatment plant.
